Core Statements

Mission
KPV is the peak organisation promoting the voice of parents in quality early
childhood education for Victorian children.

Vision 2011: A vision for early childhood education –
preparing children for life

Vision 2011 was developed after broad consultation within the sector and
with members, and envisions a future in which all children can access quality
early childhood education through six domains:

- Education for life, recognising the importance of quality early childhood education in improving children’s broader life chances as well as school outcomes.
- Universal participation in two years of funded kindergarten.
- Excellence and innovation including an early childhood curriculum framework based on children’s intrinsic drive to learn through play, degree-qualified early childhood staff and improved child: staff ratios.
- Excellence and innovation including an early childhood curriculum framework based on children’s intrinsic drive to learn through play, degree-qualified early childhood staff and improved child: staff ratios.
A cohesive service system based on strong and sustainable multi-disciplinary professional collaboration and program linkages across services.
An involved community demonstrating a strong partnership between professionals, parents, families and children.
Responsive and flexible programs that meet changing family needs to balance work, home and family commitments.

KPV represents the interests of parents and children to the government,
community and other related groups. We provide extensive support to the
early childhood sector in the areas of industrial relations and human resources,
centre management for both stand alone centres and group employers,
fundraising and marketing.

KPV has a membership of over 1200 services across Victoria which:

- Employ qualified early childhood staff who plan programs for young children.
- Provide developmentally appropriate programs based on the recognition and understanding of the needs, interests and abilities of young children.
- Provide safe environments, both indoors and outdoors, which provide opportunities for children to develop new skills and practise and enhance those they have already learned.

Gowrie Victoria

Gowrie Victoria is a not-for-profit organisation and has been providing services
for the community and agencies involved in the early childhood field throughout
Victoria since 1939.

The Children’s Program is the cornerstone of our organisation, providing programs
that cater for more than 90 children on a part and full-time basis each week. Observation booths are utilised to enable children’s service staff, management
committees, parents, students and other professionals to observe and discuss our
children’s programs. The philosophy and practice of the centre is demonstrated
through our ‘Theory into Practice’ sessions, which provide participants with the
opportunity to observe how our high-quality Children’s Program is planned and
delivered.

The Training and Resource Unit is Victoria’s leading provider of professional
training and development to children’s services staff across the state. The
bookshop stocks an extensive range of early childhood resources for sale
to practitioners and the general public. Library members have access to over
3000 books and videos relevant to early childhood services.

Since 1995 the nationally recognised Workplace Programs unit has been
operating federal and state funded work experience opportunities, training
and activities aimed at increasing the skills of job seekers interested in entering
the early childhood field.
