· employ qualified early childhood staff who plan programs for young children
· provide developmentally appropriate programs based on the recognition and understanding of the needs, interests and abilities of young children

KPV provides extensive support to the early childhood sector in the areas of industrial relations and human resources, centre management for both stand-alone centres and cluster managers, fundraising and marketing.

KPV is committed to:

· High quality early childhood education and care for all children
· Promotion of community and parental involvement in early childhood education and recognition of kindergartens as an integral part of the community
· Ensuring volunteer parent committees are actively involved in the management and delivery of early childhood programs
· Supporting the role of parents as primary educators of their children and the key role of early childhood professionals
